While the IIFB welcomes the collaboration between FAO and the CBD on the follow-up of the decisions of COP9 and other past COP decisions, it is important to bear in mind the primary responsibility of Parties to the CBD to ensure that these decisions are carried through at the national level.

We welcome the GBO-3 and thank all those involved in its production. GBO-3 gives the world a very stern message that biodiversity loss is continuing at an alarming rate and this will have very severe impacts on human well-being and especially on the poor. The GBO3 also provides some strategies on how to address critical biodiversity loss. We believe that one of the underlying causes of biodiversity loss is that biodiversity decision-making and management is not yet decentralized to the lowest administrative level (principle 2 of the Ecosystem Approach) and so local people are not given the opportunity to play the role they should in biodiversity conservation and sustainable use.
