Indonesia: Climate Change Treathens Indigenous Peoples of Togian Islands Версия для печати

On 11 to 12 November 2010, local board of AMAN in Togian Islands in cooperation with the National Secretariat of AMAN and CORDAID facilitate multi-stakeholder workshop on climate change mitigation and adaptation by indigenous peoples in Togian Islands, Central Sulawesi, Indonesia. This workshop was held in order to encourage the participation of indigenous peoples in addressing climate change.
Based the result of the workshop, it was revealed that indigenous peoples have felt the tremendous impact of climate change that have occurred since the last 10 years. perceived impacts, among others;
•During the dry season, freshwater discharge decreased drastically and indigenous people having difficulty in obtaining fresh water
•Fields and rice fields can not be processed because of drought, so that indigenous peoples in Togian Islands threatened with food insecurity.
•It is difficult to predict the time of planting, due to erratic season for crops including
•Results of field crops decreased
•The emergence of crop pests
•Region catch fish farther and there is a lost fish species (fish mamin).
•The temperature is uncertain, so the cause of illness for Comm. Kep customary. Togian

With the impact experienced by indigenous peoples, they have also made efforts to minimize climate change impacts, among others:
-First, small-scale planting of mangrove forests to withstand high tide and breaking waves.
-Second, application of Customary laws (community rules) in the utilization of natural resources.
-Third, create a means to protect mangrove forests (bridge tourist attractions in the mangrove forest),
-Fourth, making fish farming huts and sea cucumbers.
-Fifth, the dissemination of climate change impacts in 10 Lipu (Villages).

In addition, indigenous peoples in Togian island also have mapped their territories (Lipu/ Villages) to ensure the utilization of natural resources and planning system based on the wisdom and customary institutions in 37 Lipu . And the not less important also is IPs was realized with the existence of these climate change impacts on food availability. thus reactivating rice barns (Alang) to overcome a bad season.

In this workshop also agreed that to ensure indigenous peoples' in Togian island will not receive a worse effect in the presence of a very extreme climate changes lately. the future is important to perform a variety of mitigation efforts and adaptation of climate change, among others:
•Encourage the release (and / or Perbub Government Area), which became the Local Government obligations for the protection, recognition and fulfillment of indigenous peoples' rights.
•Building the dam as a water reservoir to overcome the crisis of fresh water.
•Improve facilities and educational facilities.
•Construction of water sanitation.
•Facilitate adequate fleet fishing for fishermen.
•Turning on the economic alternatives for indigenous peoples, as well as gardening and fishing.

Another important thing that is important to be undertaken by the parties with the impacts of climate change experienced by indigenous peoples is Togian Islands.
1.First, stop the rate of damage and destruction of natural resources carried out by certain parties, such as forest penembangan practices by hiding behind the permit- timber utilization permits the people (IPKR),
2.Second, maximize and revitalize the system, institutions and customary rules in the use of natural resources.
3.Third, Reinforce the status of indigenous territories, indigenous peoples' in Togian Islands,
4.Fourth, consult indigenous peoples every natural resource management policies to be implemented in Togian Islands and review of development policies in the area of Togian Islands which tends to push the rate of damage to natural resources and the marginalization of indigenous peoples' rights and access.

To maximize the results of workshops on climate change mitigation and adaptation, the workshop participants have agreed to form a negotiating team to negotiate the workshop results to relevant parties to be implemented in the territory of Togian Islands in mitigation efforts and adaptation to climate change. As for the negotiation team are;

Negotiating team is obligated to deliver and ensure for indigenous peoples Islands Togian important that the results produced in multi-stakeholder workshop on climate change mitigation and adaptation can be implemented by policy makers
